Effects of the end of the Cold War on American foreign policy
The Cold War in America was the relationship that existed primarily between the USA and the common enemy the Nazi Germany. This war took place between 1945 and 1980. Neither side never fought each other directly but they fought for their beliefs using their client states like North and South Vietnam, Russia and Afghanistan.
The end of the Cold War affected the American foreign policy greatly in that it changed it completely thus it failed to attain its objectives. There was spread of communism in Central America, which the US policy opposed and even tried to stop it through war. There was emergence of global war against terrorism, which grew into the never ending war against drugs. The US also faced challenges from China which was gaining a dominant role and challenging U.S. political hegemony and economic leadership.
Why the United States went to war in Central America and the Persian Gulf
One reason why the US went to war in Central America was due to prevent the kind of Leftis takeover in Cuba and Nicaragua. President Carter put Human Rights as a cornerstone of his foreign policy and thus had to act to prevent the civil war. The killing of demonstrators by police outside the National cathedral after the assassination of Archbishop Romero in El Savado also prompted the US involvement in the war since American citizens were being killed and women raped. US briefly cut off aids to El Savado as part of its response to the war.

It also wanted to prevent the spread of communism brought about by uniting of Leftis parties and Guerrilla groups to oppose the Salvadoran government. The US supplied the Salvadoran military with aids and supported the government both economically and politically in the fight against communism. The US with its coalition partners went to war in the Persian Gulf to protect Kuwait from Iraq invasion. Iraq invasion of Kuwait was highly condemned by the UN since if Iraq was to take control of Kuwait, its army would have been within easy striking distance to Saudi Oil fields whose role in supplying oil to the region is of great importance thus the US moved in to support its ally Saudi Arabia. Maintaining political stability and the free flow of oil to the global economy have been the main objectives of U.S thus it deployment of the U.S. Navy as the primary instruments of that policy in both peace and war.
How America has tried to define its place in the new world order  
The new world order is the emergence of a one world government.
